Frontier AI is starting to live in European data centers, not just rented from U.S. clouds.

A new startup called Volta Infra raised $300 million at a $2.4 billion valuation and has secured a multi‑year, multi‑billion dollar compute commitment that multiple outlets identify as Anthropic. The deal ties a large slice of a Norway data center, built and operated with partner Bitdeer and equipped with NVIDIA’s latest Vera Rubin accelerators, to one AI lab for years to come.

Why it matters: this is procurement, not short-term renting. Instead of leasing bursty GPU hours from general-purpose clouds, a major AI lab has locked long-term, regional capacity. That gives predictable access to the expensive hardware that trains and serves large models, and it makes Europe a viable place to run those workloads at scale.

How it works, simply: Volta is building an “AI factory”, a purpose-designed data center stocked with many of the same GPUs AI teams use in cloud regions. Think of it like a foundry reserved for one carmaker: the machines are there whenever that company needs them, rather than booked by the minute.

What changes now: Anthropic (if it is the partner) gets steadier, cheaper access to GPUs in Europe and can put services closer to customers and regulators. For everyone else, the practical limit remains the same, operating at this level still requires factory-scale money and real estate, not a developer laptop.
